560204 was delivered on 11-5-49 toG P Skripka, Smallholding, Sandy Lane, Billingham, Co Durham. Certainly not the original carb. When you say it does not sound like others, is it 4 stroking? Exhaust is not original either.

harpy, welcome to the forum. For carb spares you could try Burlen at Salisbury. If you have an early Gem be very careful engaging reverse as it was possible to engage reverse whilst still in a forward gear which does not do the gears any good and will strip teeth.
Looks like a really good selection of tractors and horticultural machinery. The photo of the Barford Atom tractor with wide axle has helped me identify something I have in my collection. It is the frame to support the long axle.
First thing to do if there is no spark is try bare end of plug lead against cylinder head to prove it is not the plug. Next if no spark give the points a good clean as they may have corroded with lack of use. If still no spark it may well be worth fitting new coil, points and condenser.
The engine might be a lot easier to work on if it is removed from the roller.
There is usually a stop device on the back plate of the magneto, located by one of the small bolts/screws that hold cowling on. Another way is to short spark plug out with a screwdriver, place end of screwdriver tight against bare metal. then touch shaft of screwdriver against top of plug, whilst keeping end in contact with bare metal. Alternatively switch fuel off and let engine run till it stops.
Engine looks like a Villiers Mk25. If the air cut off you refer to are the rectangular holes in the air filter that can be closed, that is the choke. Restricting the air flow increases fuel to air ratio. If you close or partly close the choke you may find it will run, then open the choke as engine warms up.
Roller could be a Stothert& Pitt vibroll.
