Hello Sam,
It may be the usual usage for this hoe is not hoeing but being shuffled backwards and forwards to create a fine seed bed prior to sowing. The serated bar could be an addition an appears to rotate to a degree. With the teeth turned downwards into the soil the hoe could be drawn along to create the drill in the seed bed.–Steve

Although it is a little difficult to gauge the size from an item from a photograph this item appears very similar to something I have just seen in the depths of the shed which is the mounting bracket for a Trusty belt pulley wheel.

I’ve got it.
I’ve seen these when visiting Ravenhall. They belong to a suit of armour which stands in the Great Hall in the baronial mansion. These sections make up the shin protectors and fit over the elbow joints and knee joints to provide total protection when running away waving ones arms in despair.
