Having the manufacturers service and parts manual may help. I have found a link to the service manual for the K301 and the Kohler website lists parts lists for the many applications these engines were used for. You will need engine number by the look of it.
Looking in Brian Bell’s book 70 Years of Garden Machinery it says “accessories for the M&G push hoes made by Murwood Agricultural at Grosvenor Gardens London and Aldridge in Staffordshire”
It might be worth enquiring if the original authority that issued the registration mark retained the original records in their archive, not all did. FO appears to be Radnorshire which I think is now part of Powys.
If the number was spare ie vehicle declared scrap, then the number may have been reissued as an age related plate. It may be worth contacting the DVLA to find out.
