A few questions.
You say you cannot remove inner from carb, why?
How is inner attached to carb?
How is inner attached to throttle lever?
Inner cables usually terminate at both ends with a nipple that is soldered on. A photo of your engine and throttle would help.
Looking in my literature collection I have an owners manual for the A15 dated June 1986.
146cc; 3.2 hp @3400 rpm. spark plug Champion RN12YC or RN14Y gap .030in or 0.76mm. Oil grade SAE20W50 for temperatures above 16F.
The E in the engine number indicates electronic ignition. Meetens should be able to supply any parts there are other suppliers as well.
One of my machines does have a cover which may well be home made as the parts list does not show or list a cover. Non of the sales leaflets I have show a cover either. The bearing inside the cover is show as a Hoffman 59.
